2005 PADS RULES OUTLINE

Competition and Engine rules per the 2007 WKA Technical Manual; Speedway Pavement Regulations.

 

1. Eligibility: You must be a WKA member in good standing to receive points and year-end banquet awards. Non-members may purchase a one-day WKA membership on race day for $5.00, this will allow you to compete and receive any awards for that race day.

 

2. WKA Membership: Yearly memberships can be obtained on race day or directly through WKA at www.worldkarting.com Memberships cost $55 for adults (Master Membership) and $15 for minors (Associate Membership), this includes the tech manual and the monthly subscription to WKA’s magazine.  Parents/ legal guardians of minors must also have a current Master membership.

 

3. Entry Fees: Pre-Entry fee is $35 per class ($40 on race day). Pre-Entries must be received no later than one week prior to race day. Entry fees for kid karts will be $15.  Pre-entry forms will be available on-line. The Pit Pass fee for a one-day event is $12; a two-day Pit Pass is $17 per person.

 

4. Reserved Numbers: Forms will be available at the banquet and online thereafter. Cost is $5 per class and can be reserved up until the first race.  Afterward, kart numbers will be awarded based upon availability in each class. You may not change your kart number once it has been assigned for the period of one year.

 

5. Number Panels: Each entry shall have legible numbers on all four sides of the kart. Numbers are limited to two digits, letters will not be allowed. If you are asked to improve the visibility of your number, add a number panel or change your number you must do so before the kart enters the track. If the kart enters the track without the proper changes it may be disqualified from the race at the Race Director’s discretion. This cannot be protested.

 

6. Conduct and Appearance: Drivers (if adults) will be responsible for the conduct of their pit crews at all times.  Any verbal or physical abuse by a competitor or crewmember towards PADS staff, officials or participants may result in immediate removal and a recommendation for suspension to the WKA national board.
 

7. Age Determination: Proof of age may be required at registration; this would include a driver’s license, birth certificate or current WKA membership card.

 

8. Racing Season Count your best 4 of 5 races for year end points and WKA national points transfer.You must compete in at least 3 of the 5 races to be eligible for year-end awards.


9. Race Format:
Feature race lineups will be determined by 2 laps of time trials.  The features will be 15 to 20 laps depending on the length of the track or the number of entries.   All features will have a 20-minute maximum time limit. The PADS officials reserve the right to shorten races based on time restrictions. If the race is shortened for any reason, the finish order will be determined by the last completed lap. A maximum of 30 karts will be eligible to start each feature race. The Race Director reserves the right to limit the number of karts starting the feature due to safety concerns.

10. Mandatory Drivers Meeting: Failure to attend a drivers meeting will result in your fastest lap being deleted in time trials. Junior drivers must have a parent or guardian present with them at the drivers meeting.

 

11. Restrictor Plate Classes: You must purchase a PADS restrictor plate for each event, these will be the only plates allowed. You may return your plate to tech after the feature for a full refund if the plate is undamaged.

 

12. Change of engine after Qualification: Proceed to the impound area and notify the technical inspector. You may keep your qualifying position if only changing a part on the engine. If you change the entire engine you will start at the rear for the feature. All removed parts/engines will be impounded with the tech inspector for possible post race inspection.

13. Tech Procedures:
Karts, helmets and safety equipment are subject to a pre-tech inspection.  Karts must have a practice sticker on the nose cone to participate in practice. Engines will be sealed at time trials with seals, these will be handed out during pre-tech. Tires will be marked on the grid prior to qualifying, you must race with the same tires you qualified on. It is your responsibility to make sure the engine seals are crimped, and the tires are marked. Karts and safety equipment are subject to technical inspection at anytime. The top five finishers in all classes may be subject to a post race inspection, and should proceed directly to the impound area immediately after crossing the scales. Any competitor not willing to comply with this procedure will be disqualified from the race.  The driver and one crewmember are allowed in the impound area and must be capable of performing procedures required by the tech inspector. Excessive delays in performing required technical procedures might be grounds for disqualification. Drivers will have 15 minutes from the time they are requested to perform their inspection to begin disassembly of their engine; unless other arrangements have been made with the tech inspector. The driver or crewmember is responsible for supplying his or her own tools for engine disassembly. If you are racing in another class, contact the tech inspector for directions, all entries will remain in the impound area until released by the tech inspector. 

 

14. Awards: All kid kart entries will receive trophies or plaques. Awards for all other classes will be based on one for every three competitors, junior classes will be rounded up one position with a maximum of five awards per class.

 

15. Points: Points will be awarded as per the WKA tech manual.

 

16. Reserve Parking: Series sponsors will be eligible for preferred parking spots. If you experience difficulty traveling to the track, please call Brian Weaver @ 717-856-8249 to hold your spot.

 

17. Grid Area: Pit buggies and tire warmers will not be allowed in the grid area. There will be NO working on the kart while in the grid area, the only tool allowed in the grid area is an air pressure gauge. If you notice a safety related problem while on the grid, notify the grid steward before attempting any repairs.

18. Fuel:
Competitors must supply their own fuel. Fuel testing will take place in the tech area after time trials and features.

 

19. Transponder: It is the competitor’s responsibility to pick up their transponder. Failure to pick up a transponder for time trials will result in starting at the rear of the feature. If you don’t have a transponder for the feature you will be directed to the rear of the field regardless of where you qualified.  Transponder holders will be for sale at the registration table.

20. Protest Procedure: Any protests regarding chassis or bodywork infractions should verbally be made to the scale personnel. The protester and competitors kart shall go directly to the tech area for impound. The protester will then have 30 min. to submit a written protest with the WKA rule number in question to the tech official. The protesters kart will be checked first and if found illegal the protest is over. If the protester wishes to appeal the protest decision, he/she will have to pay a $50 non-refundable protest fee and the decision will go before the PADS protest committee. Their decision will be final; the only protests to go before the WKA national board will be with engine tech. Any visible engine infraction (missing air filter, hole in muffler, etc.) can be made to the tech official at any time without a protest form.

21. Practice Policy: If you practice in a class that you are not registered, you will lose your fast lap time in the classes you are registered in. Under special circumstances you may get permission from the Race Director to practice in an unregistered class.

22. Accidents: The competitor causing the accident and anyone involved in the accident will be put to the rear. The initial incident causing the yellow will be observed. Example: If the yellow comes out for an incident in turn two, and a kart going into turn one spins to avoid the accident; only the karts initially involved in turn two will go to the rear.

23. Rain Delay:
Every effort will be made to get the entire show in. For a delayed start the directors may choose to eliminate time trials and line up the features by points. Classes not able to have features due to rain will stand on their time trials. A feature that is over half way is considered a completed event.

24. General Rules: The deliberate blocking of a faster kart is cause for disqualification.  Improper driving will be penalized two or more positions depending on the severity. The competitor may be penalized during a yellow flag or after the race has completed.  Participants jumping on restarts will be penalized the number of spots jumped on the next yellow flag or at the end of the race. No one permitted on racetrack at anytime without race official’s permission.

25. Oil:
There is absolutely no dumping of oil on the ground. Disciplinary action or fines will result. There are barrels at the track for your oil disposal. Please ask the Race Director where they are if you do not know.

26. White Flag:
Once the leader observes the white flag and the yellow comes out the race is officially over. We don’t have one-lap shootouts.

 

27. Tires: New un-mounted tires are Not required for racing, old or new mounted tires are OK.  Use, possession, and sale of all tire chemicals will not be allowed on track premises.  All exposed flames "tire boxes," "tire rotisseries," and tire cutting equipment will not be allowed on race track premises.  Tires must be visible at all times. Competitors must present their tires for inspection immediately upon request. Failure to do so will subject competitor to disqualification from that class.  You may use tire warmers at the track to help size your tires. This must be done outside your trailer and in plain sight.  Any tires found with prep will result in immediate disqualification in that class for the driver. Any driver or crew found prepping tires will be immediately disqualified from their class.

 

28. Parts Vendors: Parts Vendors showing up at a PADS race must pay a $100 per race vendors fee, Unless they are a Class, Race or Series Sponsor. This Includes all inside/outside trailer sales, and cash/credit sales. We at PADS are very appreciative of the support from our sponsors, and we will continue to support them as well.
